My theory that he’s going to try to round up what’s left of the Shadow Circus and convince them to work for him directly. He’ll then frame the Corps for something horrible and bring in the rebranded Circus to take them down.
I can’t imagine Echo would be on board with all that, but I think the Captain would hear him out.
I like that it was already night before this page, meaning he didn’t neglect to turn the lights on but instead actively turned them off for dramatic effect.
It’s an evolution of something else this maniac wouldn’t understand: when a Roman general came back from a victory, they always had a slave standing next to him in the chariot whispering “Remember, thou are but a mortal” when careening down the streets to the Arch of Triumph.

Burke’s missed the real purpose of Jester’s Privilege.
It allows a jester to mock their ruler when their ruler is at more risk of being a fool than they are.
Shame Burke didn’t research it just a little deeper.
