Oats and Fuschia never interacted before her cover got blown, and Snowqueen "didn't give [Fuschia] any more info than needed" (Ch5 p48) when she assigned her to design Livewire's new costume. While that presumably included a mention of her rope-based fighting style, it apparently didn't include Livewire's previous costume, or else Fuschia wouldn't have brought up a "country-themed persona" as an option (Ch5 p51). On top of that, Fuschia could plausibly interpret "cowgirl" as a poke at Livewire's accent (Ch5 p50).

After another reread: Fuchsia (certified genius) heard the vigilante call LW “cowgirl” couple of pages ago. If she didn’t already (and her costume for LW indicates otherwise) she probably knows now that Livewire is the former Oats.

It wouldn't be too much of an extrapolation if they knew Oats withheld the info about the peanut factory visit, but that's a little bit of a stretch. Still, I feel like Doc giving them the intel on the place to begin with feels too perfect to just be a coincidence.
