Just like that, eh? Either being mayor of Pinfall gives you unlimited executive power, or the clown corps have basically no institutional power/inertia in the city whatsoever.
I wonder if Burke could do the same to, say, the Pinfall police department. Just go: “That’s it! No more cops!” and shut it all down in a day without pushback. Or maybe there will be pushback? I guess we’ll find out in the exciting next chapter of… CLOWN CORPS.

Feel like a wrong move on Burke part.
Sure, maybe he’s trying to make the situation more chaotic by allowing Echo to go ham without the clown corp to oppose her.
but lots of clowns will still try to help people even without being officially clowns. So now he created a decentralized network of highly trained vigilant clown, not held down by regulations, and who have every reasons to believe he is up to no good.
