I guess this way they at least know about her tests and can add some restrictions and safety considerations to them instead of having her go completely wild.

He did, yes. (See Chapter 2, pages 22–25.) But I look at it the other way around: it seems suspicious to me that Bunsen tried to keep Binky and Mustard away from the factory.

As for Fuschia, I don’t see how she could be the mole. We’ve seen too much of her motivations and backstory for that to be plausible. Plus, she wasn’t in the loop for the peanut factory visit, because she didn’t have access to Clown Corps HQ until after Chapter 4.

And Angel? Well, I don’t think a cat can be a mole per se… but Raspberry could be the mole, and if he is, he might be using Angel for that somehow.
