Looking back, he shrank to “rediculously short” by his third appearance. Only in the teaser scene at the end of Chapter 5 is the full height. I’m guessing Joe more or less just “retconned” him as short, instead of it being sloppy art, or him actually shrinking. (Say due to some unwanted nanobots.) Though the timeline of heights is about accurate for the nanobot theory…
