Well, not *all* of the Clown Corps got their powers by mutation- most of them got it from technology or training. So it’s a bit more like the Avengers than the X-Men.

Well it’s been many many years since i watched or cared for frickin naruto, but i still clearly remember things not going super well for rock lee after that one big bad fight he just barely won against the magical bullshit sand jar guy.

PJ’s ability is just like Strongman’s ability. It’s a mutation. It’s a natural ability they have otherwise, just added to a Routine. Echo won’t be able to copy this, and Gilborn’s DNA gun needs, well, DNA to grant these same said abilities to others.

The Clown Corps is basically the X-Men with more makeup.
