After some thought, I think Western animation just doesn’t have the camera angles.
I’m guessing that the people who do Anime want to continue to make use of some of those angles even when they don’t want to have that particular theme, as a possible reason why they have actually come up with ways around this sort of thing. I’m remembering other anime series that have what must be blatant panty shots in universe, but the camera angles are always wrong for the audience to get them, I guess those animators just like trolling?

Sure, but not always. Sometimes they use bike shorts or tights to avoid it, sometimes they use shadows, shadows is particularly common in games, can’t have a panty shot if you don’t render it, after all.

It depends on what they’re going for, after all, if you want something to be scandalous, then make it scandalous, if you don’t then don’t.
